During the reign of Chandragupta Maurya (circa 321-297 BCE), the capital city of the Mauryan Empire, Pataliputra, had a well-organized municipal body. Most of our information is derived from the Greek ambassador to the Mauryan court, Megasthenes, who wrote extensively about the city’s administration in his treatise ‘Indica’. According to Megasthenes, the municipal body was headed by a board of 30 members, which was further divided into six committees of five members each. Each committee was allotted specific duties such as the regulation of trade, public health, sanitation, industries, taxes, and public works. This organized system of administration is a testament to the efficiency of the Mauryan administration and is in line with the principles of administration as described in the Arthashastra of Chanakya.
